Shri Saurabh Kumar, born in 1984 in Uttar Pradesh, did his schooling from Lucknow and completed his class 12th from Saint Domenic Savio College, Lucknow. He graduated in Electronics and Communication Engineering from MNREC, Allahabad (now MNNIT, Allahabad) in 2006, and became an Indian Administrative Service Officer of the 2009 batch. Posted to Chhattisgarh, he has been serving the state in various capacities, before becoming the Collector of Dantewada, one of the worst LWE affected districts in the country, in 2016. He has been working relentlessly to transform this digitally devoid district into a well-connected, digitally empowered district, with special emphasis on creating livelihood opportunities and improving health, education and nutrition outcomes.
Shri Saurabh Kumar has also served as Chief Executive Officer, Chattisgarh Infotech Promotion Society (CHiPS); his tenure was a milestone for CHiPS wherein he had expanded the operations of CHiPS throughout the state, for which he was awarded the National e-Governance Gold Award in the year 2014. He has been awarded the prestigious Prime Minister’s Award for Excellence in Public Administration in the year 2017 for creating cashless-enabled village Palnar. He has also received a second National e-Governance Gold Award in the year 2018 for “Padhe Dantewada, Likhe Dantewada,” an ICT based application tracking educational and health outcomes of 38,000 Government school students in Dantewada.
Shri Bharat Khera is an IAS, HP 1995, currently serving as Joint Secretary (Air, Ceremonial, and Border Roads) in Ministry of Defence. He was in the department of Defence production. A well-reputed officer, Khera has been given the charge of the newly-created office of joint secretary (air). He has been appointed as a Prabhari officer for Dakshin Bastar Dantewada.

Fellows monitor the district’s performance on the indicators as well as GIS records. We are learning about the nitty gritties of the government mechanism and are applying their knowledge to implement it on the ground, to bring sustainable change.Moreover, we are also closely working with the NIC team on the data front whenever required along with studying the monthly data to overview the required interventions to improvise the district’s performance on the dashboard.
In addition, the ADFs are involved in regularizing TADP meetings with the respective departments like Education, Health, Skill Development and Agriculture. We are also identifying and sharing the ground inputs with the respective DC and CEO Zilla Parishad for developing the GPDP plans and implementing schemes such as Swajal, ATL and district administration lead projects. We have been assigned important projects pertaining to skill development and Menstrual Hygiene Management-MHM (Health indicators) in the district. The fellows for now are closely working with the concerned departments like WCD, ICDS and Skill Development department.
The two major projects we are working on are Shakti Garments (Skill Development) and Menstrual Hygiene Management and Behavior Change (Skill Development / Health). At present the district needs nearly 40, 000 pads per month for an age group of 12-21 years (for now the focus is on school/college) and is setting up 10 centers that will be run by the SHG dwelling in the hinterlands of Dantewada district. We have recently opened up 5 centers which have produced 11017 pads that have been distributed in the Balika hostels and schools. Cloth Pads are also in the pipeline, to get the tribal women in the list of using pads as they are psychologically, more connected to clothes. An expert is roped in from Green the Red, to train the SHG’s in cloth pad making. With our determined efforts, we strive to make Dantewada as MHMB district by 2019.
Shakti Garments: In the tribal dominant aspirational district of Dantewada, women have traditionally contributed more than men to the household income. They are not only laborious but are also committed to the family and children more than the men are. District has a male-female ratio of 1000:1023 which further highlights the need of women empowerment for increase in household incomes.
According to SECC 2011, percentage of households with monthly income of highest household member < 5000 is 92.82%, in the district, hence it is necessary that women are empowered and are linked with more payable economical activities with special focus on developing of entrepreneurship skills among them. Thus the concept of Shakti Garment came into being, which is a registered women owned, women operated garment factory in the aspirational district Dakshin Bastar Dantewada.
Shakti Garments- women lead garment factory in Dantewada- set up by the District administration in partnership with Global Business Incubators (GBI), India to support rural livelihood and women empowerment. The proposal ensures timely delivery of all the uniforms on the requested timeline for the year 2018-19.
This partnership will address the standards of living are met, impacting 250+ families and snow balling the women empowerment and entrepreneurship in the Dakshin Bastar Dantewada.
The objective of this Request for Proposal (RFP) is to select Shakti Garments as a vendor to provide employee uniform services for the NMDC. The will mutually benefit both the alliances namely Shakti Garments and NMDC. The Shakti initiative also touches several angles of the 147 welfare schemes for the women empowerment by the Central government. This will mutually benefit all the stack holders at various levels and raise the living standards along with promoting women driven business in the region. Shakti Garments is currently helping the district administration to supply the school uniforms at schools and anganwadi. Also, a proposal is in pipeline to supply the uniforms to the NMDC employees. NMDC will have a cost effective solution to properly equip employees with high-quality uniforms when their job duties include daily exposure to heavy soil, dirt, grease, oil and sun. The NMDC currently have a workforce of 3050, each employee gets two pair of uniforms yearly. Sewing charges of Rs.750/- is borne by the company which amounts to Rs.22, 87,500/-. Shakti Garments will charge only Rs.700/- as making charge that cumulates to Rs.21, 35,000. As a profit the NMDC will save Rs.1,52,500/- Shakti Garments, also an outcrop of the NMDC’s CSR, will benefit the 250 plus rural women by assigning this project. Key Takeaways: 1. The local stakeholders like the shopkeepers and other unions must be brought into the confidence for the effective functioning of the business. 3.
