Transformation of LWE-Aspirational Districts is a programme of the Ministry of Home Affairs, Government of India for complete transformation of identified Districts across multiple “quality of life experience” (QLE) dimensions as defined by NITI Aayog. The Goals focus addressing root causes of intergenerational inequities and comprehensively reduce vulnerabilities. Programme is committed to bring convergence of different programmatic resources to bring substantive change in the districts. The engagement seeks to leverage existing government and non-government development efforts in the districts and bring convergence of schemes available in the districts together with resources made available from MHA in a focused manner.

Tata Trusts is providing support to Government at various levels in this ambitious initiative. This includes monitoring and data analytics cell at NITI Aayog and Support to LWE-Aspirational Districts Cell at Ministry of Home Affairs by placing a team of subject matter experts and other relevant professionals. The Trust is also proposing to support the States with large number of LWE-Aspirational Districts with State level support cell. It has been jointly agreed that there is need for dedicated professional support to District Administration, which can help the administration in effective planning, implementation and monitoring of initiatives under Transforming Aspirational Districts Programme.

AD Fellowship is implemented by Transforming Rural India Foundation, an initiative of Tata Trusts, in partnership with Ministry of Home Affairs (MHA), Government of India. The responsibility of selection, training, field placement, mentoring and monitoring, payment of stipend, review of work and other relevant work, as and when required, would be done by TRI Foundation. TRI Foundation would also coordinate with State Governments and civil society actors and performs all other necessary functions for fulfillment of the objectives of the Scheme.
TRI is a civil society initiative to bring about a paradigm change in the key indicators of rural life. TRI supports NGOs working at the grassroots, to move towards achieving the common goals. The initiative has been developed by the Tata Trusts as a strategic step to enhance the impact of its ongoing interventions.
